The “NETmundial Multistakeholder Statement”, kept its final format after a process that started with 188 content contributions submitted by volunteer representatives of 46 countries. During the two-day event, the participants from 97 countries had the opportunity to contribute to the revision of the documentr through the discussion sessions. The sessions still consider the 1,370 comments made by the public on the outcome document, published on the official website of NETmundial, as well as comments submitted by more than 200 daily viewers who follow the event in real time through the more than 30 remote hubs around the world.

Virgilio Almeida, Chairman of NETmundial, has stated in the closing ceremony of the event: “This meeting is an undeniable proof that inclusiveness has its rewards, resulting in transparent and a democratic spirit towards a common goal. This is a milestone in Internet governance. Governments came together with all sectors to take this first step. The outcome should be seen as a contribution from a wide range of representatives that will meet in other processes dealing with Internet governance”.

NETmundial stands out for its multistakeholder and collaborative purpose, in which different sectors – such as governments, civil society, private sector, academia and global technical community – gathered to discuss the future of Internet governance, valuing the maintenance of a democratic environment.

Sao Paulo, April 23, 2014 – NETmundial – The Multistakeholder Global Meeting on the future of Internet governance – closed its first day of discussions celebrating advances in defining the principles of Internet governance and the roadmap for future development of Internet governance. The opening event was attended by the President of Brazil, Dilma Rousseff, who endorsed the text of the Brazilian Internet Bill of Rights, approved yesterday by the Brazilian Senate.

Besides President Dilma Rousseff, representatives of the various stakeholders involved in the discussion of Internet governance attended the opening ceremony: the Communications Minister of Brazil Paulo Bernardo; the President of NETmundial and Secretary of IT Policy of the Ministry of Science, Technology and Innovation of Brazil, Virgilio Almeida;  the Under-Secretary-General for Economic and Social Affairs, Wu Hongbo; the representative of the academic sector and President of ICANN, Fadi Chehade; the representative of the technical sector and creator of the Web, Tim Berners-Lee; the representative of the private sector and Vice President of Google, Vint Cerf; and the representative of the civil society and activist Nnenna Nwakanma. The Mayor of Sao Paulo, Fernando Haddad, was also present to honor the opening section.

The meeting, which was attended by 1229 participants from 97 countries, reinforced its multistakeholder profile, with representatives of all sectors involved: Government, civil society, private sector, academia and global technical community. 77 countries took delegations with ministerial representatives to the event. All participated in the discussion sessions on the outcome document of the meeting, elaborated from the 188 content contributions received. The sessions are divided by topics in the outcome document, each representing points to consider for defining principles of Internet governance and a roadmap for the development of this ecosystem.

The discussion sessions still consider the 1370 comments made by the public about the outcome document, published on the official website of NETmundial, as well as comments sent by viewers who followed the event in real time through more than 30 remote hubs around the world. After each session, leaders gather to make annotations on the points related to the document. After the end of the two days of sessions, NETmundial will present a final version of the outcome document, as a suggestion for the global community in order to guide the development of Internet governance.

Second day

On Thursday, NETmundial will continue the sessions of discussion on the definition of principles of Internet governance and a roadmap for the development of this ecosystem. During seven days, commenters were invited to provide their name, their preferred email address and the sector to which they thought they belonged to in the capacity of commenting. NETmundial used no validation system to verify the identity of the commenter. This report and, most importantly, the comments themselves, should be read in light of this information.

The comment system was locked down on 12:00pm UTC. After that, NETmundial’s Data Team took the final snapshot of the database with all the comments and their relevant information and produced the summary report, available in .pdf format for download through the link below.

Working Sessions: Principles and Roadmap

The working sessions start with a briefing of the Draft Outcome Document available at https://document.. Also, the co-chairs will analyze the comments received since the conference documents were made publicly available. The remaining time will be dedicated to receive inputs from the participants.

These inputs will be directed to a particular part of the draft document, regarding Principles of Internet Governance.

There will be four microphones spread throughout the first aisle of each segment in the audience. Each microphone will be used by one sector of the multistakeholder groups (i.e., Academia/Technical Community, Private Sector, Civil Society, Government/IGO’s). In addition, interactions from remote hubs (video and chat) and individual participants will be taken.

One round of interactions will be composed by 6 slots of 2 minutes (4 from microphones and 2 from remote participants). Since each round will last approximately 12 minutes, we can expect to accommodate about 6 to 7 rounds in each working session.

By the end of each session, Chairs and Advisors will meet in Upstairs Lounge Room for writing the corresponding part of the final outcome document. The Upstairs Lounge Room will be open to all participants. However, only Chairs and Advisors will be allowed to speak during this meeting (no interference from audience at this time).

The final outcome document will be published in the NETmundial website on April 24th between 16:00~16:30, right before the closing session.

São Paulo, April 17th, 2014 – NETmundial – The Global Multistakeholder Meeting on the Future of Internet Governance – has released for public consultation the outcome document that will guide the discussions among the representatives of different sectors, from more than 80 countries, next week. The document is available at https://document., making use of an innovative tool to receive comments and external reviews. These contributions will be considered and will enrich the discussions at the event.

The 188 content contributions that were the basis for the elaboration of the document were submitted by representatives of civil society, the private sector, academy and the global technical community, totaling 46 countries. “The Internet is a collective construction and its governance process must also be built that way,” says Virgilio Almeida, President of NETmundial, reinforcing the multistakeholder proposal of the meeting.

The NETmundial reference document is divided in two sections, which represent the main goals that the meeting aims to discuss: 1) Internet governance principles, and 2) Roadmap for the future evolution of the Internet governance. Each section is divided into topics that should be addressed during the discussions:

Internet governance principles:
Human rights: Freedom of expression, freedom of association, privacy, accessibility, development, freedom of information and access to information;
Culture and linguistic diversity;
Unified and unfragmented space;
Security, stability and resilience of the Internet;
Open and distributed architecture;
Enabling environment for innovation and creativity;
Internet governance process principles: Multistakeholder, open, participative, consensus driven governance, transparent, accountable, inclusive and equitable, distributed, collaborative, enabling meaningful participation, accessibility and low barriers, agility;
Open standards.

Roadmap for the future evolution of the Internet governance:
Issues that deserve attention of all stakeholders in the Internet governance future evolution;
Issues dealing with institutional improvements;
Issues dealing with specific Internet governance topics;
Points to be further discussed beyond NETmundial;
Way forward.

The reference document has been prepared with the objective of guiding the discussions of NETmundial in order to, at the end of the two days of meeting, reach a consensus among the participating sectors. The document also represents a potential reference for use in other forums of discussions on Internet governance around the world.

The Executive Secretariat is receiving comments from HLMC members until April 9th and working under guidance of NETmundial Chair and Co-Chairs to produce the final version by April 11th.
